Wikimedia Bugzilla is closed!

Wikimedia has migrated from Bugzilla to Phabricator. Bug reports should be created and updated in Wikimedia Phabricator instead. Please create an account in Phabricator and add your Bugzilla email address to it.
Wikimedia Bugzilla is read-only. If you try to edit or create any bug report in Bugzilla you will be shown an intentional error message.
In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

http://wikimania2006.wikimedia.org/wiki/Special:Preferences provide more options
then the other Wikimedia Foundation projects.

However "E-mail me when my user talk page is changed" is not part of the prefences.

I wonder how a wiki can be functional without this feature: users get contacted
directly but the only way to notice this is that they visit the wiki.

This one is really important - because one cannot be always active on all
projects. It often happened that I saw a note on it.wikipedia only after many
days, since I sometimes do some work there, but not regularly. The same for
commons or meta (well now I am more often at meta, but it can happen that for
some days I cannot visit all pages). It is an option and for many of us it would
be an advantage, in particular for those who contribute to various projects. 

So yes, please activate it as option to be set.

to enable ?

If the mail subsystem is working (which is usually the case if you can mail you
a temporary password), it's as easy as to set in DefaultSettings.php

   $wgEnotifUserTalk = true;
