Currently Wikimedia Labs > (other) is described as "Issues for projects hosted in Wikimedia Labs which don't have a dedicated component": if you as bug reporter think a few minutes about it, you are possibly able to understand the difference from "Issues surrounding set up of labs projects" (Wikimedia Labs > General); I think the two were recently clarified. However, it has no distinction from Tool Labs tools > [other] "For tools available under tools.wmflabs.org which do not have a dedicated component". "Tool Labs tools" as a whole are an infrastructure hosted by Wikimedia Labs and the description of the two "other" components doesn't help understanding the distinction, unless [] vs. () carries some meaning I don't get. Especially until the "Tool Labs tools" is disbanded and its components moved under "Tools" product (bug 53986), reducing the confusion about whole vs. parts (produced by a product name which purports to be more than the sum of its components), the two descriptions should be clarified in some way.
Ugly, but I changed the description of "(other)" on https://bugzilla.wikimedia.org/describecomponents.cgi?product=Wikimedia%20Labs to "Issues for projects hosted in Wikimedia Labs (not: Tool Labs) which don't have a dedicated component."
