Provide [[MediaWiki:Timezone]] to let sysops change the standard time zone of a wiki, please. The content would just be: "UTC-3" or "UTC+2", etc. At Bug 4862 comment #2 you can see why this would be a huge bettering; just let sysops do that work, that (until now) is only done for big Wikipedias every time!
I am unequivocably against permitting Joe Administrator to change the configuration of a Wikimedia wiki. Furthermore, configuration changes are not done via system messages.

You are right, but I do not want to let Joe Administrator change software configuration. But he/she should be able to change the interface configuration of a wiki. And that is done by system messages (->internationalization). There should just be a possibility to "change" the time zones for anonymous users, like it is possible for logged in users by changing their Special: Preferences! This wiki-global and more or less "cosmetical" feature (that is already available for registered users in a even more comprehensive manner) is necessary, because every time (like yesterday!) the shown time for the German Wikipedia is change very quickly after the time("zone") is changed between winter and summer time, but the one who does this doesn't feel responsible for the other German (actually: Central European) Wikimedia projects like Wiktionary (compare it on Special:Recentchanges!).
The sitewide timezone offset is set in the sitewide configuration, which is dealt with through the system administration team in the normal manner.
