If you are logged in, [[Special:Userlogin]] appears in your selected language. 
But if you aren't logged in, the log in page can only appear in the sitewide
language.  That's a problem at the Commons, where the sitewide language is
English, but plenty of users don't know English.

Could we make it so that [[Special:Userlogin/fr]] shows the page in French,
[[Special:Userlogin/de]] shows the page in German, etc?  If that worked, then we
could come up with some way to add a language bar at the top of the login page
at the Commons, allowing people to see the instructions in a language they
understand.

You could pass the &uselang=XX parameter to the URL in order to achieve this.
For instance,
http://commons.wikimedia.org/w/index.php?title=Special:Userlogin&uselang=fr.
