The toolbar with various edit actions (bold, etc.) still appears, even though the tools are unusable.

Which toolbar are we talking about ?
The traditional one ? The WikiEditor one ?

I'm wondering if re-using EditPageBeforeEditToolbar is not enough for your purposes ?
