Hello. Per local consensus (URL) and former request (Bug 51232) please:

1- Revoke 'reupload-own' right from "User" group.
2- Revoke 'reupload' right from "Autoconfirmed" group.
3- Grant 'reupload-own' and 'upload_by_url' to "Uploader" and "Administrator" groups.

No need to revoke 'upload' and 'reupload' rights from "User" group, because this group actually has not these rights. "User" group only has 'reupload-own' right.

Why do you need upload_by_url? There are several issues with giving this right:

* Free files go to Commons, and according to [[m:EDP]], ckbwiki lacks a 
  non-free content policy (feel free to edit that page if it is wrong), so
  you shouldn't have any non-free files. Why would you need to upload 
  anything by URL?
* Upload by URL only works via the API at the moment. The user interface is
  disabled.
* The server configuration currently allows only flickr.com and 
  staticflickr.com as URL upload sources. You would need to specify individual
  domains for which upload by URL is enabled.

I think you should not be giving this right.

On ckb wiki only non-free content should be uploaded and this is a formal policy.
(That page is out of date, please see http://ckb.wikipedia.org/wiki/ویکیپیدیا:بارکەرەکان)
But if you think that this right should not be given, omit it.
