There is an errant 'feature' in wikipedia that
seems to apply a locale filter to requests for
random wikipedia articles from the wikipedia main
page.

There should be no filter. Random sould be
a global random search.

There's no such thing, as far as I know.
If you can be much more specific (URL and examples?), reopen and add 
this information.
