Please provide warning to user when deleting non-orphan page. (Page which has
been linked from another pages or templates which in used by other pages)

A warning should be like this:
 Warning. You are deleting a non-orphan page. This could lead to broken links in
another pages. (pages)
and
 Warning. This template is still in use. (templates)

Broken links don't matter. Users don't need to be penalised about deleting
something; if it's to be deleted, it's to be deleted. There are sufficient
reasons to delete non-orphaned pages.

This was addessed also at
Bug 5037: [[Special:Brokencategorykeys]]; mechanisms to identify all pages where
a page / template 'foo' is used inside the category sort keys
