http://commons.wikimedia.org/wiki/Image:Interstate_99.svg is how it used to render - the border shown is 0px. In the new rendering - http://en.wikipedia.org/wiki/Image:Interstate_55.svg - there is no more visible border.
According to spec, a stroke width of 0 will cause no line to be painted: http://www.w3.org/TR/SVG11/painting.html#StrokeProperties So the current rendering appears to be correct.
Gah. Seems like the only width that would make sense for the edge of an object.
