This is mostly a tracking bug.

Please report any issues with Vips and/or VipsScaler that block us from using it by default to scale JPGs (and mark them as blocking this bug).

Its unclear if there is actually any benefit here to changing the scalar for jpegs (unless bug 51275) as imagemagick already scales jpegs in mostly constant memory afaik.
