On enwiki, at least. If you highlight a link, format-clearing does nothing; if you click on the link to the point where the system registers (i.e., the link icon pops up), ditto.

Yes, the toolbar button ("No" symbol) gives the impression that it should remove every skerrick of formatting from the text, including links.

Yeah, this is a really irritating regression; merging with the other.
