It would be really nice if we could have the content of the Special:Categories page appear in a sidebar in the edit window (or as a clickable popup), so people can get an idea of what category they can put their page into. It would really make the categories much easier to use.
Given the huge number of categories this would be incredibly expensive.
From what I understand, the url given only works for Wikipedia -- and even then it doesn't give me what I asked for, which is a list of categories (when you're *already* edited a page) that you can choose from to add to the page. As for processing time -- if I'm not mistaken, the Wiki software is openly available to be installed on other sites. Yeah, maybe for Wikipedia it would be expensive, but not for many smaller sites. And even for Wikipedia, you could divide it up into individual letters of the alphabet, such that you would click on "A" to get all the categories that start with A, and so-on and so-forth -- thus dividing up what the software actually shows and the processing time. Naturally, this could be a configurable option, on a per-install level or per-user level.
@Brock Rozen: Maybe the following tool could be helpful for you: http://tools.wikimedia.de/~daniel/WikiSense/CategoryTree.php?wikilang=en&cat=Software
