Wikimedia Bugzilla is closed!

As for other special pages (compare bug 564) it should be possible 
to add a seperate message at the head of [[Special:Cite]] that can be 
edited easily to explain the cite function or to give basic hints. 
This is mainly needed as a part of user friendlyness, because the 
special pages with only a blank text field and a button to press
are not self-explanatory. 

So http://de.wikipedia.org/wiki/MediaWiki:Cite-summary should 
show up on http://de.wikipedia.org/wiki/Spezial:Cite as 
http://de.wikipedia.org/wiki/MediaWiki:Booksources-summary
is displayed on http://de.wikipedia.org/wiki/Spezial:Booksources
