You should allow things like "__FORCE_NEWSECTION__" and "__NO_NEWSECTOIN__", for there are talk pages which are not in the "Talk" namespaces (for example, the Village Pump), and there are talk pages in the "Talk" which are archive, and we don't want new messages to be written in.
I can't imagine any reason to turn it _off_ on talk pages; just don't click it. Turning it _on_ for some specialized page types might be useful.

You may know you shouldn't click it, but other users may not. For example, a week ago someone asked me a question in one of my archive talk pages, and I saw it only yesterday.
So? They can also click "edit" and change the page around completely.

Added a __NEWSECTIONLINK__ magic word in SVN trunk, r14009. Modifies the ParserOutput object to pass flags to the OutputPage, and so to the skin.
