Several CC staff have tested the app and found that is not trivially easy to figure out how to change the CC license or terms of the image they upload, especially if they want to license the image under more liberal terms than CC BY-SA, eg. using CC0 or CC BY. If this is not an option, we suggest it should be, and that these options are clear and evident in the upload process.
Hello! Thanks for testing out the app :) The app does only CC BY-SA right now. I don't think we'll have per-image licenses anytime soon. Other than the standard 'it clutters things' argument, it isn't just choosing between several CC licenses, since Commons also has several other licenses that you can put it under (various PD-* templates, specific licenses for images produced by the US Government, UK Government, etc), and designing something that covers all that is going to be a big deal. In the future we will let people sync their 'preferred license' preference between the app and the website, for original content only. This is tracked in https://bugzilla.wikimedia.org/show_bug.cgi?id=47938. We also realize that we should display a notice to people before they start uploading about how all their contributions are CC BY-SA, and this will be taken care of before the app goes out of beta.
The related bug has been fixed, and I think that is pretty much good enough. People can now set their preferred CC license in settings (BY, BY-SA, CC0) and it will be honored for all uploads. Unsure if we should have it be on a per-upload basis. User education is another issue, and is being tracked separately. Closing this as WONTFIX.
