We need new namespace at pl.wikinews.org. "Portal" namespace would allow us to create separate portals 
for news, like it is done at de.wikinews and en.wikinews.

Can we have the localised versions of the name for the namespace; "Portal" and
"Portal_talk" in Polish? Also, has there been discussion about this anywhere
that you can link us to?

Namespace should be named "Portal" and its talk should be named "Dyskusja portalu".

Done. Namespace conflicts automatically resolved into correct namespace. (You may need to 
rename any talk pages manually since the associated talk is at a different name.)
