It's all light blue and there is no link whatsoever, unlike Special:Notifications where "user talk" links to the talk page and the edit summary section link is parsed.

Probably worth "critical" severity as the new user message bar is removed at the same time and this means talk messages are inaccessible.

This was a bug in monobook. Fixed now.
