This is an extension request for a user interface to manage $wgSpamRegex. The
user would be able to select from a list of regex patterns prepared by spam
patrol volunteers on the Meta wiki. Up to 10 regex patterns would be selectable.
The lowest level regex filter would be most specific/least sensitive and the 
highest level regex filter would be  least specific/most sensitive. 

By enhancing the program logic for filtering with $wgSpamRegex, the user could
use selectable threshholds for unique or non-unique pattern matches.
