We at the Dutch Wikisource have put our portals under the Wikisource namespace, but we want to create a new namespace so that the portals are recognizable. The name for the namespace would be "Hoofdportaal"; translation: head portal.
Is there any documentation on this? We don't have such a namespace anywhere else.
It is similar to the Portal namespaces on the English, Dutch, and many more Wikipediae. A "Hoofdportaal" had the same purpose as a wikipedia portal.

So why a Hoofdportaal instead of just a Portaal? Is it different? Could there be a request to add a separate Portaal namespace later? How would they interact?
There won't be a request for a separate Portaal namespace, because we decided on Wikisource to use the name Hoofdportaal. The name Portaal (portal) doesn't fit to the kind of articles (sources) that are on Wikisource. While a portal on Wikipedia is a page with useful links about a subject, some short background info, and featured article boxes; a portal on Wikisource is just a page with all the sources we've got of a certain topic (law, the UN, sources that came from a public domain magazine, and more), ordered by similarity.
