Make references to sections (page#section) relative and not absolute.

When saving an article (.htm or .mht) to read offline, references (for instance in 
the toc) do not work because they are absolute.

changing
href=http:\\www.....\page#section to href=#section
at least for references in the same page, will circumvent this problem.

They are relative, unless you wrote them out absolute. If you see such absolute 
references, please reopen with specific information about where you saw them and 
how to reproduce the problem.
