Since today a normal user (not a sysop) isn't be able to mark an edit of an
article as patrolled. He is getting an error page with a message that only users
with a particular patrol status can do that.

Here on the dutch wikipedia it is an important feature, so every user can
control the recent changes for vandalism.

Can that be changed back? Or grant "patrol" rights automatically to users whit certain 
parameters. Like how old the account is or number of edits.  Or at least give bureaucrats or 
stewards the option to give "patrol" status to users.

There must be made a userinterface to change the userstatus before this was
changed in the software. Now you must have a particular user status, but there
is no way to change that. 

This change in the software should be reverted as long as there is no Special
page to change this user status.

It's a configuration setting. You don't set it with an interface, you grant the
patrol right to a group of users.

So, who can grant it? And what is this for?

As far as I know the Dutch Wikipedia is the only one with patrolling switched on. 
The change is clearly unwanted there. It is not having effect elsewhere. So: Why? 
Why introduce this?

It's a right, not a group. It's not grantable. If someone assigned that
permission to a new group, then that group could be granted to users by a
Steward. Sysops have it by default. This request stands as it is as one to allow
registered users to use it. If you want it turned off, then close this and open
something else.
