After deprecation of the querymodules param of action=help (as part of Gerrit change #41198), this should also be done for the querymodules param of action=paraminfo to have it act the same way and to get information about the submodules.

Removing target milestone that was in the past.

If you want this in a specific release, have a good reason AND you are willing to find resources to fix this bug, feel free to change it to something appropriate.
