Doesn't seem to have anything to do with bugzilla; it passes the links through to en.wikipedia.org as expected. Not all interwikis are forwarded from there.
Thanks Brion! It would be nice that wiki links to commons: should not generate the bad titles ad [[en:]]. They are used quite often here (at MediaZilla).
