Wikimedia Bugzilla is closed!

If a <h2>...</h2> tag is added to an article (e.g. in an editing help) then this
text is counted as an own section and gets an own section edit link.

However, on the actual section edit page <h2>...</h2> tags are NOT counted as
sections so that the wrong section (or an empty section if it was the last one)
will be displayed.

Since <h2>...</h2> are not true sections and are also not shown in the table of
content I would suggest not to count <h2> (and other <h*>) as sections on
article pages.
