On the last step of a tour, no matter what you do the tour ends. So the "[ ] End tour" checkbox does nothing and is misleading.

I don't have good ideas how or whether to communicate this to the user, e.g. replace the checkbox with "(Last step)". If the blue button were named [Next] than it could change to [End].

In bug 44123, Steven had me leave it, I think for consistency.

But the argument for removing it now makes sense to me.

Yes, unless the button is renamed to END or there is another indicator that it really is the last step, users will likely be confused. It's generally not a good idea to remove controls like this unless users really need them to be removed.

The button can be changed to End.

It's basically an argument of minimalism v. consistency.
