This could only be done using a link separate from the comment itself, since section titles themselves may contain links (particularly important on pages like Featured Article Candidates, VfD etc.). Also, these links are likely to break after a while.
Why does it matter if a link breaks?
You're probably right that it doesn't matter much. I'm willing to hack this in if you tell me how we should format the links. As I explained, we can't just take the section heading and linkify that, because that might contain important links itself. So we could use an icon or some text sequence next to the text to link to the section. What do you suggest?
IMO it should be an icon or a single character. A hash # at the very left of the edit comment would probably suffice.
This is now implemented in CVS. I used → as a default character for the section link, but it can be changed through MediaWiki:sectionlink.
