This breaks all non-Wikipedia languages set to Arabic (ar.wikibooks,
ar.wikisource, etc). Similar to Bug 4413.

In addition, {{SITENAME}} is not set in Arabic. Similar to Bug 4460.

Two weeks have passed. Is full patch coming or do we have to fix it with brute
