This is a blocker for making phpcs jobs voting.

In for example https://gerrit.wikimedia.org/r/#/c/48339/ , Jenkins is reporting:

http://integration.mediawiki.org/ci/job/mwext-Translate-phpcs-HEAD/94/console : FAILURE (non-voting)

When looking at the details, the cause is peculiar: https://integration.mediawiki.org/ci/job/mwext-Translate-phpcs-HEAD/94/console: 

09:40:25 ERROR: You must supply at least one file or directory to process.

Expected behaviour: The phpcs job should not report a failure if there are no PHP files to process in the change set.
