When installing through HTTPS, LocalSettings.php $wgServer still has HTTP protocol thus no stylesheets are loaded.

We should probably just default to protocol-relative in the default install.

In Mediawiki 1.23, it is already checking if it is http or https and then creating the localsettings.php file.
