Reedy added Merlijn van Deen to the bots project. That user did not have shell.

When I tried to add Merlijn van Deen to the shell group, it showed Reedy's user. This looks like a getCanonicalName bug related to memcache entries for a user name.

At the moment it does not seem possible to add a project member if they don't already have shell... 'Failed to add test 43968 to sudotest. This needs the "loginviashell" right.'
