The Unwatchedpages-tool is valuable in finding articles that are currently not
getting attention.

The given number that only 22% of the articles on de.wikipedia are on at least
one watchlist is quite disturbing. It could however be misleading in a way that
would give too much confidence even for that 22%. As far as I understand it, the
current setting does not check for activity of the person that has the article
on his/her watch list.

A more useful list would be checking for articles that are not on a watchlist of
a person that has had at least one edit within the last X (let's say 30) days.

This is quite an expensive list to generate, even using caching. It might be the
case that adding a column to the user table which contains the timestamp of
their last edit would speed this up, but I'm not certain if it would do so to
the extent that this could be used on Wikimedia web sites.
