With Konqueror, at least on dewp, the flattened banner from "Wikipedia ist gemeinnützig und erhebt keine Gebühren." to "Schließen" is just pasted as text on top of the page.

What version of Konquerer are you running; and under what engine, KHTML or Webkit?

I cannot even see that banner or find that text on http://de.wikipedia.org/wiki/Wikipedia:Hauptseite no matter if I'm logged in or not (I've emptied the cache).

Confirmed.  Konqueror 4.8.4, KHTML engine

http://de.wikipedia.org/wiki/Wikipedia:Hauptseite?uselang=de&country=DE

The site is barely usable, as the banner expands to take up more than a screenful.

This is a problem with the expanding banner and affects all clones.  For example, http://en.wikipedia.org/?banner=B12_FpcwDropIevryUS_A

Sorry - I had Adblock Plus enabled. Also confirming for Konqueror 4.8.5.

This works for me now with Konqueror 4.11.3.  I don't know if something on WMF's side changed.
