The visiters who browse the wikimedia foundation website can't creat account by 
themselves. So the guests without accounts can't change their interface language. I 
suggest add a preferences link beside the login for basic options such as UI language 
changing ang timezone setting... I think it will be enhance the friendliness for 
guests

There's not very many pages there, and as it's a closed site there's nothing much to navigate.

Changing all WONTFIX high priority bugs to lowest priority (no mail should be generated since I turned it off for this.)
