The predetermined content of [[MediaWiki:Sitesubtitle]] apparently is the 
reason for countless clones of Wikimedia projects, and also for entirely 
different sites, to proudly call themselves "The Free Encyclopedia" ;-)
Of course, in the default distribution this message should be a blank one,   
as Ævar already suggested for bug 4190.

Changed the summary from "Default sitesubtitle is incorrect" to
"Change MediaWiki:Sitesubtitle for default distribution" according 
to the actual need.
