The text just needs to be changed in a MediaWiki: namespace page (I forgot which one)
Is this connected to any other bugs? How did the text get onto mediawiki.org in the first place?
This is just a case of MediaWiki:sitesubtitle needing to be changed, the tool has been de-installed on that wiki now. Feel free to file a new bug on the issue that sitesubtitle doesn't make sense in the default distribution if there isn't one already. Resolving as INVALID since it's something that can be changed through the MediaWiki namespace.
"Wikimedia web sites: Configuration and other issues specific to Wikipedia, Wiktionary, Commons, and other Wikimedia projects, this includes issues with MediaZilla (this bugtracker)." (http://bugzilla.wikimedia.org/enter_bug.cgi) This bug is an issue specific to a Wikimedia project (www.mediawiki.org) and is therefore valid when filed under the product "Wikimedia web sites".
If it's just a case of changing MediaWiki:Sitesubtitle, why uninstall the tool?

It is not, it happened because the sitesubtitle message in the default MediaWiki distribution is specific to Wikipedia, but shouldn't be.

An administrator on MediaWiki.org simply needs to change the aforementioned MediaWiki namespace page, if that hasn't been done. It's not something that requires developer intervention, and therefore, this bug report is invalid.
