Do I understand correctly that this is a request to translate namespaces on bxr.wikipedia.org? 
"Wikipedia" namespace can be requested here (is it already used/is there consensus?), the others can be translated directly on translatewiki.net (<https://translatewiki.net/wiki/FAQ#Special:AdvancedTranslate>).

Hi Михаил. For the "Wikipedia" namespace, we require a local consensus. Could you discuss the matter on the Village pump page of your wiki (like http://XXX.wikipedia.org/wiki/WP:VP or any other appropriate place) to confirm that this change is wanted by the community, and paste the link to the discussion here?
