This is a minor problem.  Users at the English Wikipedia want to have the
ability to change the default text of "Protect from moves only" such that the
"moves only" is bolded.  Unfortunately, Wikicode, div tags, and any other HTML
doesn't seem to work.

Fixed in REL1_5 and HEAD, will be in 1.5.4 and soon on live site.
