To comply with Belarusian copyright laws, we decided to mark relevant still protected monuments with parameter "схаваць", so if the parameter is set to any non-blank value, then it's hidden to the user (by adding CSS class "wlm-hidden-item" and "display:none" in Common.css). Since now the bot shouldn't add these monuments to the database. You can see how the monuments are marked "out of contest" in this diff: http://goo.gl/SJYyA
The database reflects what's a monument, not what the copyright status is of a monument.

Anyway, if those monuments stay in the DB, it may lead to copyright violations. There was not a request about tagging monuments in DB, there was a request not to include some monuments in DB. It's not the same as 'tagging monuments in DB', is it?
So basically what Paul wants is that these copyrighted monuments don't show up in the tools. A possible workaround is to remove them temporarily from the database, a nicer way would be to add an extra field 'copyright status' or something, and not to display those monuments in the tools.
