Students trying to enroll in a course by visiting the course page may not realize that the enroll button is up with the tabs.

It would be helpful to have another button for enrolling as a student within the Students section, since that's the most natural place to look for a way to add oneself to the list of students.

Marking this WONTFIX, because the redesign of the course pages with a bar of links on top makes this less relevant.
