We should be able to file bugs under a certain language if 
we don't speak English; then somebody can translate them 
into English.

You can do so, but if nobody can read it you've pretty much wasted everybody's time.

Agreed. But surely some people would be willing to 
check here for bugs to translate, and once they were in 
English some people would be willing to study them?

Sure, they might. So there's no reason to open this silly bug.

Adding this feature would make it easier for translators 
to find bugs that need translating.

Let's not make things too complicated. If someone who speaks a foreign language
spots a bug report written in that language, it can be translated there and then
- they can write a comment containing the translation. Adding additional
functionality to MediaZilla just complicates things and isn't required.
