When an operator has whitelisted a subset of the languages, and they navigate from a whitelisted language to a non-whitelisted language, they are not given a warning that this will incur standard data charges. This is happening with two partners/configurations 1. m.wikipedia.org only reveals problem (Orange Cameroon) 2. zero.wikipedia.org only also shows problem (Grameenphone Bangladesh)
Users now receive an interstitial if the language isn't whitelisted.
