I think it would be useful, in some cases, for sysops to be able to block a
user, but flag the block in such a manner that the autoblocker will not activate
as a result of that particular block.

An example of where this might be useful would be when indefinitely blocking a
user for having an inappropriate username, but allowing the user to be able to
create a new account.
