{{PAGENAMEE}} is useful when you want only the page name without the namespace for a URL, but if you also wanted the namespace, you would need a encoded version of {{NAMESPACE}}. This would allow the creation of a escaped URL without having to use {{localurl}} (which cannot be used on [[Template:Deletedpage]] and its localized versions, because they have to point to the Wikipedia URL even when included on a mirror).
Why do they have to point to Wikipedia even when mirrored?

See bug 3997: suggesting a new variable {{FULLPAGENAME}} and {{FULLPAGENAMEE}} Tom's suggestion "strips" a colon which would be generated with {{NAMESPACE}}:{{PAGENAME}} and {{NAMESPACEE}}:{{PAGENAMEE}} . regards reinhardt [[user:gangleri]]
