Want to fix up the upload system so URLs are unique per file version and can be more 
easily cached, mirrored, etc.

(Work in progress, will put in branch or post patch when ready.)

Changing how filenames are stored may also fix bug 1780.

We've done lots of scary stuff... and will do more scary stuff in future. >:D

Is this particular scary stuff fixed or is this bug going to hang on a little longer?
