Summary pretty much says it all.  The patch, which will be added after this
report is submitted, as I cannot figure out how to attach a patch on report
creation, will add the ability to disable case alteration on usernames when
wgCapitalLinks is set to true.

Adds ability to override wgCapitalLinks when it comes to usernames

This patch doesn't seem to keep consistency between user and user_talk namespaces. It also sets the default incorrectly, and would 
produce bad sorting in user lists and other problems.
