Certain globally unified accounts cannot log into test2.wikipedia.org.

The following message is displayed:

<<p>The user name "Frank Schulenburg (Wikimedia Foundation)" has been banned from creation. It matches the following blacklist entry: <code>.*(wiki(?:[mp]edia(?!n)|books|quote|versity|source|news|species)|wiktionary).* <newaccountonly></code> </p>>

MediaWiki version is  1.20wmf5 (2dfca45)

That rule is at http://meta.wikimedia.org/wiki/Title_blacklist
It is working as expected.
(He will also face the same error on other wikis where he doesn't already have an account)
