Wikimedia Bugzilla is closed!

Browsing and selecting a file for upload in Chrome does nothing. 
No error messages with error_reporting( E_ALL ); and ini_set( 'display_errors', 1 ); or any other indication that something went wrong. Upload page does not change, keep displaying "No file chosen" no matter how many times I choose a file.

Everything works fine in Internet Explorer.

Upload settings in LocalSettings.php:
