It's possible to pass description, id, etc to the UploadWizard, but it's not possible to specify in what language a description is.

Patch looks OK. This should probably be deployed along with a solution to bug 31189, because currently the list of supported languages is very limited and it may appear that this URL parameter doesn't work if a non-supported language is provided.

Bumpping priority, we need this for Wiki Loves Monuments and this is causing problems right now.
