This is really to do with the Mediawiki settings I think. Take a look at an example category, for the sake of argument http://commons.wikimedia.org/wiki/Category:Preserved_British_steam_locomotives . The page has two headings; 'Subcategories' and 'Articles in category "$foo"'. The media files appear after the 'There are $bar articles in this category' text and thus under the heading 'Articles in category "$foo"'. This is wrong, as they are not articles! The media files ought to appear under a third heading called 'Media in category "$foo"'. Dunc :)

... and don't forget a counter for the media files :-) It is badly needed, especially on Commons.

In particular, when closing a bug as fixed, it's always possible to provide a revision number/range where the change was introduced.
