Please, set wgUploadNavigationUrl for cswiki (I believe this should be true also for at least other Czech wikis, or possibly all wikis which have their uploads changed for Commons, since this is now the default on Commons itself) to
  //commons.wikimedia.org/wiki/Special:UploadWizard?uselang=cs
